There are strict laws against traveling on public roads and highways with unsecured loads for good reason. Even when every precaution is taken, loads can shift, straps can break, and loads can spill onto roadways hitting other vehicles and causing accidents. If the load from that truck topples onto the highway, crushes another vehicle or causes other vehicles to become involved in the accident, then the driver of that truck, or the company that loaded the truck would be liable for the damages caused as a result of their unsecured load.
